If you are running FM17 Server on a Windows Server and the Admin Console runs fine and FileMaker Server runs fine - trying to run /fmi/webd generates error.
If you see this - ENABLE FileMaker WebDirect from the connectors tab - you will get success!
Haha. I just did it. I thought WebD is enabled by default seeing the screen (it says disabled clearly)... Maybe I'm not experienced the IOS like UI, then got blue dot in slide switch as ON.
Is 2nd red-outlined toggle control in attached screenshot (WPE, Master Machine) disabled, and won't stay enabled after clicking it? If so, you might try manually updating Java to 8u171. And if that doesn't help, then IIS site steps that OP in above thread tried.

Just a note that, while experiencing a similar issue on a MacOS FMS 17 install, I did find a solution by manually rolling back the installed version of Java to 8u171. Thank you LisaRose for this suggestion.
