Given that I have installed FileMaker 13 on two machines with different "flavors" of WIndows 7 than the "enterprise" edition, (Professional and Home Premium) and others are installing on Windows 8, I'm surprised that you got an error message when you attempted to install.
Tech Support calls to FileMaker Inc. on Installation Issues are supposed to be free of charge. You might call them and ask.
We had the same issue. FileMaker 13 hasn't been tested with Windows Enterprise so it's technically not supported. The solution is to do the install in Windows 7 compatibility mode. We've been using it with Enterprise for several weeks and it works just fine.
David, what settings are using in Compatibility mode? I can’t get it to install, no matter what I do.
