Link 1 offers a pem solution that has worked in the past it also talks about winsock2 being corrupt.

Actually I did see that suggestion earlier when I 'yahoo' my question, I didn't try that (stupid me!) but I tried the winsock repairs instead and no good. I compared the server.pem file size and the good copy (from another user is 6K) and the bad one was 4K - do you know WHY with a fresh install (twice) the file size is so much different?
Anyway after I replaced the server.pem and root.pem (might as well), all is good, and again THANKS!
