There are several other records with values of "Counseling/other" or "counseling and speech", etc. The formula only finds records with exact value "counseling".
I know in sql you just use the %. Is there a similar code to find 'counseling' regardless of whats before or after? If not, how can I accomplish this?
BTW, I wouldn't use a repeating field like this in the first place, I'd use a table of related records, but to answer your question, you can use PatternCount in place of FilterValues:
If ( PatternCount ( List ( RepeatingField ) ; "Counseling" ) ; "Y" )
