Change the values used in the filter expression or change the expression itself?

The first is easy, the second is tricky but can be done using the evaluate function.
With either approach, you have to use Refresh Window [Flush cached join results] before the change will update what you see in the portal.

I want to be able to change the filter itself. As in in layout mode, dbl click the portal, check "filter portal records" and then set the filter criteria.
I'd like to be able to do that scriptable.
You can enter your expression in a text field. This can be exposed with a show custom dialog or a new window script step.
Your portal filter expression can be Evaluate ( yourTable::theTextIfeld )
As long as you enter a valid boolean expression (something that evaluates to True or False), this should work. The script that collects the new expression in this text field will also need to refresh the window with the flush cached join results option.
