If your Display control panel specifies something other than 100%, this is a known issue.

Thanks for the response. The display is set to 100% in both FMP 12 and FMP13.
I'd double check that to be sure. I am not talking about the windows zoom percentage shown in the lower left corner of a FileMaker window but the display percentage specified in a Windows control panel.
Take a look at this example from the Issue Report thread where this issue was documented. Note that this image has the same layout open in FileMaker 12 and 13 with an older copy of the file open in FileMaker 11 all on my windows computer with the windows display percentage set at 100%. All three images show the same size.

Thanks. That did fix the problem but now I would have to use a different resolution, than I would prefer to. I haven't had the problem with any other software. Bummer.
