Global fields can be accessed on any layout where you choose to place them and they should be fully accessible to the user for editing if you are in Browse mode.
Are you sure it's really the same field?
Are you sure that global storage was specified?
Calendar drop downs are a layout setting, did you format it in the inspector to use a drop down calendar?
Are you in browse mode when you encounter this 'locked' global field?

Yes, it's the same field.
Global storage was specified for all fields at Globals table.
When I change gStartDate and gEndDate on Layout A, data changes at Globals table and at Layout B but can not be changed from Layout B...

What to try?
Behavior Field entry checked for Brose and Find
Enter layout mode, select the fields and choose "ungroup" from the inspector's position tab or the arrange menu.
If the fields are set up as buttons, this will remove the button setup and you will once again be able to click into the field to edit the values.
Are these fields in the header of a list view layout? If so, click a visible record in your list view to make it the current record and try to edit the fields.
If all else fails, try putting new copies of these fields on your layout or even try creating a new layout to replace your current layout and place fhe fields on them.
