Grouping items in a portal without creating new record

I have created a one to many relationship. On the "one" side of a table, I have placed a portal that looks into the 'Many' table via a conditional value list on the Foreign Key in the portal. All the records in the 'Many' table already exist. My goal is to link certain records in the 'Many' table to the 'One' table through a portal. There is a relationship key in the 'One' Table.

So far so good. The conditional drop down menu on the portal works fine. Here is the problem: when I choose the common key from the drop down menu which also displays the record I want to choose, the value is not accepted into the Foreign Key field in the 'Many' Table. However, if I simply go and enter the value foreign key field in the 'Many' table, it works fine. I just can't get the foreign key field in the portal to accept the value and create the relationship. Can you help me? Thanks.
