I apologize for the late reply, but I've been on vacation since the 17th.
One of the options when opening a file is to run a script. Therefore, we can create a script that will search for inspections that are due and send out an email.
Pull down the Scripts menu and select "ScriptMaker".
Create a new script.
The following script steps should help.
Enter Find Mode 
Set Field [<date field>; Get ( CurrentDate ) ]
Perform Find 
If [ Get ( FoundCount ) > 0 ]
Go to Record/Request/Page [First]
Send Mail [<criteria> ]
Go to Record/Request/Page [Next; Exit after last]
That is, this script will search for records with today's date, and if records are found, then send an email to each record in the found set.

This really worked great. Thanks so much. What will I need to do if I want it to find the date at 15 days out. For instance, I can send out a notice that is 15 days prior to the due date.
Look at TSGal's script above...
For your 15day lead time, just use
Set Field [<date field>; Get ( CurrentDate )+15 ] to extend 15 days out for your find.
If you don't automatically schedule the running of the script, though, you'll want to start thinking about how to handle weekends. Just a thought...
