How can I create a Privilege Set - all permissions except modifying security?

     We are using FileMaker Pro12.0v2 client and have FileMaker Server installed to manage the databases.  I have an end user / db developer that needs full permission but I don't want him to be able to edit security.   I gave the Privilege Set "Records: Create, edit, and delete in all tables".  Layouts: All Modifiable.  Value Lists: All modifiable.  Scripts: All modifiable."  I also gave them all other Privileges except "Manage extended privileges" and "Allow user to override data validation warnings". 

     He also had Extended Privileges "Access via FM Network (fmapp) and "Requre re-authentication ....". 

     The above did not give him permission to modify the db layout but it seems like it should have been fine.  See the screenshot.
