Why do your users need access to the zync layouts at all? Aren't those scripts in place solely for the synch scripts to use?
Thank you for responding to my request. I hope the following information answers your probing question.
The Worker is locked out of all layouts from making changes to the particular table.
When the Sync is initiated the the program can not add records to the users tablet as the records from other users can not be added because the current user does not have access to create or modify records he did not build.
The user does not have any access to the layout that the Zync program needs to use, so I am hoping for an equation that will allow the user authority to change, modify via those un reachable layouts so the Zync program will not be denied access when updating the users information when the Zync Script is run.

Assuming that Zync is using FIleMaker scripts to add those records, one option is to select the "run with full access permissions" check box for that script. You can select this option by opening the script for editing in Manage | Scripts.
