This is called a conditional value list and there are two ways that you can set this up so that only values from active records appear in the value list. The two methods are described as "option 1" and "option 2" in the following tutorial.

Question can you be a little more specific and tell me:
After I create a "copy" (I know its not really a copy) of my table what should I do: Create a relationship to between this table to which other one? and what Fields should I connect? remember I want to show only the records with the STATUS= "ACTIVE" on my table "TimeCard"
You appear to have selected option 2. Option 1 does not require the "copy"--called a Tutorial: What are Table Occurrences? nor a relationship to do.
For option 2, the first requirement is to add a match field that only has the desired match field for all records in your table. One method is to design a calculation field, constActive, put "active" in as the calculation expression and select "text" as the result type. Now you have a field with the same value, "Active" in all records. Then you can duplicate the table occurrence like this:
OriginalTableOccurrence::constActive = CopyTableOccurrence::Status
Then your conditional value list can list all values from CopyTableOccurrence and you select the "Include only related values starting from OriginalTableOccurrence.
