For print/preview purposes, yes. In browse mode, no.
For print and preview purposes, resize your field to be 10 lines of text tall. With the field selected, select sliding/printing and set it to slide up and to shrink the enclosing part. When printing or previewing the layout, you should know see the field re-size automatically based on the number of lines of text stored in the field. In browse mode, you'll see a field that's 10 lines of text tall in every case.
Use a separate print layout with the comment's field set way larger than you think it will ever get (like 80-100 lines or so). Then set sliding/printing to shift it up. That way any fields below the big box on your printout won't end up below 5 blank pages.

Will either of these solutions work with exporting to PDF?
They're basically the same solution...Phil just went 10 lines high and I went to 80.
If you PRINT to pdf, both should work fine.
Save/send records as... PDF will also work.
