Nothing in your layout is named "students" or "Student records".
Rather than making a possibly incorrect guess...

In which of these tables is the undesired new record being created?
Sorry: the layout is based on Personnel records. I was meant to change its name.The portal is in this layout but based on the TO SR to SEN.The new records are being made in Personnel Records. I don't want the new records to be created in Personnel Records.
It seems that you would like to have a many to many relationship between “Personnel Record” and “SEN”.
Because in your “Personnel Record” layout the portal is based on the SE to SEN, if in the relationships you allowed the creation of new record in both the “Personnel Record” and “SEN” tables, the system create record in both tables.
in the “Personnel Record” layout the portal should be based on the “SEN” record directly and not the “SE to SEN”. The relationships should allow create records in this direction:
“Personnel Record” <> “SE to SEN” (allow record creation)
“SE to SEN” (allow record creation) <> “SE” (allow record creation)
BTW, you do not need all the field you have in the “SE to SEN” table, some of them seems the same as in the “Personnel Record”. What you need is just “Student ID” and “SEN” (no idea about SEN_serial).
Normally, I use the many to many connection table just to store the 2 foreign keys and nothing else.
