"I am a beginner to Filemaker"
Filemaker can already do an absolutely a-MAAA-z-i-n-g number of tricks and loops and ducks and dives and weaves and pirouettes, and put on a truly wonderful Dog-And-Pony-Show for anyone wanting a database.
As a beginner to Filemaker, what is it that motivates you to need to write a Plug-in?
(Maybe I'm just A Grumpy Old Man. In which case: it's ok, I know that already.)
I need to go to another web site and download five text files and then export into Filemaker.
Then go thru 15 different layouts with a next button.
I would like to run this program with a desktop icon in Windows 7.

If you download the text files everything after that would almost certainly be easy to completely automate with a script. It can run as soon as you open the file, so as far as the user is concerned it 'runs from a desktop icon'.
And depending on how the website makes its data available, it could be possible to make the downloading part of the script.
