Exactly how do you select an employee? Are you finding the record for that Employee on your Employee table? Or using some other method?
Exactly what are you clicking on to see the pay slips? A button? The layout drop down in the tool bar?
Simply changing to the payslip layout does not automatically bring up a different set of records. You have add that feature if that's what you want to do. (That's because sometimes you don't want that to happen when you change layouts.)
A portal to Pay slips could be added to your Employee layout and if the correct values are in place in the _fkEmployeeID and _pkEmployeeID fields, the portal will list only the pay slips for the current employee.

I select employees from the layout drop, employees are stored in the Employees Table. I also have a button on the employees layout that I select to go to the Pay Slip Layout. This layout has the Pay Slips in their own table. What I want to do is select an employee and then be able to click on the Pay Slip Button and se all the Pay Slips relating to that employee. Is this possible?

It's very possible. Go to Layout, however, is not the way to do it.
Use Go to Related Records instead:
Go To Related Record [Show only related records; From table: PaySlips; Using layout: "Payslips" (Payslips) ]

What do you mean by that?
Just set up your button with either the script step I have specified or select the perform script option and have it perform a script to do the same step. The second option allows you to do more things such as sorting your records and using go to record to make the first record the current record, but it's your choice if you want to do that.
