Are you asking whether you need to purchase a license for the Apple server OS software? No you do not. I run FMS5.5-9 on a desktop machine.
What server version as you talking about? FMS 9 will run on XP SP2 and FMS10 will run on Windows Vista business edition... However, the question is will your hardware support your server efficiently while not being on a true server box...
We currently run FMServer Advanced on a Mac Pro G5 Dual 2.3 and Mac OS 10.5.7 client. Our databases are accessed by FMPro, IWP web connections and our web site, which is hosted on another machine, generates pages with content provided by our databases. Works great. You do not need Mac OS Server software to run a FMServer. If you want to consolidate features of OS server and FMServer on one machine then you will want a Server OS, otherwise it is not needed.
This page shows specs indicating that FMServer will run on a OS X server or client version and also XP and Vista non server versions. It really depends what your needs are whether or not you need the Server OS. The OS type, server vs client, does not have anything to do with FMServer's ability to do its job in general.
If you describe what your total plan and scale is and how your databases fit into the picture, I'm sure someone will be able to give you more specific suggestions.
FM Server 10 will not run on windows xp. The spec sheet shows that admin console will run for remote administration purposes. (I thought the same thing, but asked FM Tech support for clarification while I had them on the line with another question.)
