is there a way for two people not at my address to access my data base and make changes etc.?

If you turn on Network Sharing (File -> Sharing -> FileMaker Network...), you'll be able to share your database over the network so that others can also use your database file. You will have to make sure you have a static IP address in order for this to work.
At another location, select File -> Open Remote... and you can specify the IP address to open the shared file. Depending on the access privileges, one can add records, delete records, edit changes, etc.

Good call! Yes, you can also use Instant Web Publishing, but you are limited to five users in a 24-hour period. With network sharing, you are limited to ten users simultaneously, and the speed would be faster than Instant Web Publishing. In both cases, you do need a static IP address.
