File Options should be set with "log in using" and specify an account with a full access privilege set. The standard setting on a new file is to log in with Admin, full access and no password. This setting specifies what will be used automatically to open the file.
You only get a password dialog if you clear this check box or change the admin account to require a password without also updating the file options setting.
