Strange, this should not be a problem normally.
When you go to "Edit" - "Preferences" and then the tab "Layout"
Do you have "Save layout changes automatically" checked?
If you do not have it checked you should alaway get a dialogue that asks you if you want to save the changes.
There you should obviously choose to save the changes.
Go to Layout Mode and do something ultra Simple
Choose the make a box button, drag and draw a box. (not white with white border on a white background)
Go to Browse Mode. Box there?

Maybe I've not explained properly - it doesn't go to anything like the layout when I put it in browse mode, it just still shows fields that I created in earlier steps. So you wouldn't see boxes anyway (but I did draw a box and fill it in green just to be sure) all I have is columns of fields.
Yes I have save layout changes checked, saving it doesn't seem to be the problem as it has that info when I go into it, it just doesn't convert from layout changes to browse mode meaning I can't move on with the design (feel like I'm falling at the first hurdle here!)
Incidentally in the tutorial it says about clicking an 'edit layout' button. There is no edit layout button. I have had to go into it by viewing layout and making changes from there.
Try choosing 'View as form' from the view menu when you are in Browse mode.
