You would have to script creating the related order record.
As for your navigation interface, you can set it up so that you set a global field with the pkOrderID of the related order record. Then the fields on the layout would display the fields from a new releationship you create keyed from this global field to the actual pkOrderID for orders.
You can get the next and prev pkOrderID by using GetNthRecord.

Perhaps you will find that a portal will work for you after all. If you post your reasons for not wanting a portal, we might be able to suggest a way to use a portal that avoids the issue that currently keeps you from using it.
Ok, here's the desired layout with some functionality notes. I have a portal to diplay previous orders but would like a new order entry above. The order entry works best in a "form" like view with the history being displayed best in a portal.

If the drop down menu you sketched is for an item number, NewItem, here's a sample script.
Set Variable [$CustID; Value: Customers::CustID]
Set Variable [$Item; Value: Customers::NewItem]
Go to Layout ["Orders" (orders)]
Set Field [Orders::CustID; $CustID]
Set Field [Orders::ItemID; $Item]
Go to Layout [original layout]
