With FMP 9 Advanced:-
You can create a customized privilege set for user accounts with the menu: File>Manage>Accounts & Privileges… and limit their access to specific layouts, records, value lists, scripts.
You can create a custom menu set and delete the Tools menu from it using the menu: Tools>Custom Menus>Manage Custom Menus…
Guess I'm missing something. Everything in the Edit Priviledge Set window
is disabled and nothing I try seems to enable any of the options.
As far as the "Edit Menu Set" window, it doesn't even show the Tool menu
in the selections, and yet it always shows up when the custom menu is used.
You may be trying to edit the "Full Access", "Data Entry Only", or "Read-Only Access" set. Instead, create a New set.
In the Manage Accounts & Privileges dialog:
1. Select "Privilege Sets" tab
2. Click the white space below "Read-Only Access". This should activate the "New…" button at the bottom left.
3. Click the New… button. This should open the "Edit Privilege Set" dialog and allow you to edit things.
4. Choose "Custom Privileges…" from the drop-down beside "Layouts"
When the new set is complete, select the Accounts tab and assign it to the user(s). Remember to leave at least one account (admin) with Full Access privileges.
Was able to create a new priviledge set as you directed and
got it assigned to an account. Works good except I need to somehow
enable the Find mode and the Preview modes. Also, the custom menu
still shows the Tool menu which I don't even have in the menu list.

As for the Tool menu, you are right. It doesn't show up on the custom menu list.
The tool menu is removed in a runtime solution.
Perhaps someone else can help us out here?
Can you not select the Find and Preview modes from the View menu or would you prefer to have buttons to switch modes?
If the Tools menu disappears for a run time executable, that is fine,
because I am creating executables to run on another computer.
Concerning the Find and Preview modes, I guess that I should hide
the control box window to the left and have buttons for Find and Preview
in the header as I intend the data to always be used in Table mode. The
problem right now is that with the control box visible, the Find and Preview
buttons are disabled for my special priviledge set and they should be enabled.
When you created the privilege set, what did you set for "Available menu commands:"? If you selected "minimum", then that user will not be able to use the Find and Preview modes. Same goes for "Editing only".
As for the Tool menu, it is probably wise not to let us remove it because there would be no way to get back to the standard menus ;0
Got the Find and Preview buttons to work now. I guess the Status Area
should always be available if a user wants to see the mode controls. That would
allow them to enter the Find and Preview modes.
As far as showing the Tool menu button in a custom menu, it doesn't
seem like it should be available for a restricted editing setup.
