License Error with Volume LIcense

We currently purchased 10 copies of FileMaker 11,  2 copies of Fileamker 11 Advanced, 1 copy of Filemaker 11 Server, and 1 copy of Filemaker 11 Server Advanced.  Everytime we log onto our FileMaker Advanced, a IWP session will some how get the same license, and it will not allow us to open the Application.  We get the Error 'The maximum number of licensed users are currently using this copy of FileMaker Pro.'  We do check the Admin Console and we only see IWP sessions and no App sessions, yet we get the error until we disconnect all IWP users.
