Can you provide some more detail?
A number or text field cannot behave as a global storage without global storage being specified, but layout/relationship issues can create that illusion.

Whenever I change it to a "0" it switches it back to a "1" for any order.
Exactly how are you changing the value? Via a script, editing the field directly? Selecting a value from a value list?
And exactly when does it switch back to 1? When you exit the field? WHen you change layouts and return? When you close and re-open the file?
Does all of the above take place on the layout shown? Or are there other layouts involved?
I'm editing the field value directly. When I change the field value on the current order and go to the next record and come back to the previous record the value is back to the old value.

It takes place on the Order Layout screen and no other layouts are involved.
I finally got if figured out. I had a script running inside a script that I didn't catch which was changing the value back to "1" whenever I clicked the next or previous record buttons.
