Numbering a Sub Summary Part

I've been working on the following for well over a month.  Any input is appreciated. 

I have a report that displays records from a table called Services that is sorted by a couple of different sub summary parts and I need to number the sub summary part that sorts by the Project Name.

There are two tables involved: Projects and Services.  The Projects and Services table are related to each other by a Project ID field.  The report lists services, sorted by sub summaries for Delivery Name, Region, Project Name, Service Type.

I have a script that goes to the layout, finds Services based on a date range, omits certain kinds of services and then sorts by the fields listed in the previous paragraph.

Since the report lists records from the Services table I can't use @@ on the Project Name sub summary part because it's numbering based on the Services listed, thus skipping numbers.  I've tried creating a count field and then trying to execute a counting mechanism in the script that runs the report but have been unsuccessful. 

Is it possible to number a sub summary part that uses a field from a related table?
