In the script the button runs you can add in an If statement to test for the users Privilege Set and run the script accordingly.
Your script would look something like this
If [ Get ( AccountName ) = "PrivilegeSetName"
# Do Action 'Whats New'
Change the comment in the If statement to the action you want to perform and the script will only run if the user logs in on that privilege set. And nothing at all will happen for any other user that presses the button.

The "Do Action" was meant as a place holder for your script steps for the action that you want to execute with the button.

I want a button that creates a new record but the privilege needs to be head office to execute the command

It may be better to use account privileges to control new record creation rather than a button. The head office can use an account that allows them to create records while others' accounts fo not allow that action.
