Portal Filtering Difficulty

I have a portal where I'm displaying jobs for a particular customer.

All I want to do is filter the portal when the client clicks a radio button at the top of the portal (field JOB_VIEW) that says: "All", "Complete", or "Open".

Then, based on that value, I'm trying to set the logical expression for the portal filter - as shown in each of the second arguments in the CASE statement below.

What I'm currently trying to do, which ISN'T working is ..

Case ( Job::JOB_VIEW = "Complete" ; Job::JOB_COMPLETE_YN = "Yes" ;

          Job::JOB_VIEW = "Open";  Job::JOB_COMPLETE_YN <> "No" ;

          Job::JOB_VIEW = "All";  Job::JOB_COMPLETE_YN = "Yes" or Job::JOB_COMPLETE_YN ="No"
)

Each of the first arguments is the value of the radio button and each of the second arguments is the logical expression I want the portal filter to, well, use.
