problem with mail formatting in Outlook for Windows

I had been affected by the Outlook for Mac mail formatting problem but found a fix by using GetAsCSS as described in this thread-

However, that seems to have caused a problem with formatting when sending from Outlook for Windows 2007.

 

 

Here's what Outlook sends even though HTML sending is set to on--
