               Is each row a record?

Is there a field in each such record such that it contains "Group 1" in this field for the first 3 records, "Group 2" for the next three, etc.?

Is each column a separate field in the same record?

Is each row a record? No...Each name is a record.

Is there a field in each such record such that it contains "Group 1" Yes

Is each column a separate field in the same record? No.

Its just a list of contacts and each contact belongs to a different Group...1...2...3 etc.

It's not impossible, but is not a simple thing to do either. Presumbably you don't have exactly 18 records in every group like is shown in your example.

                   If you used this format:

                   Group 1
                      Name1
                      Name2
                      Name3
                      and so forth

                   Group 2
                      name 1

it's quit simple to set up. Putting in the records in columns is what makes it more of a challenge to do.

Will this report be something that you have to be able to view in browse mode or is it acceptable to be something only visible when previewed, printed or PDF'd?

Then you can add a sub summary layout part for the "Group" field.

Enter layout mode and be sure to select the printer settings (including page size ando orientation) that you intend to use. Then Go to Layout Setup...  and click the printing tab. Specify printing in columns and be sure to select the "left to right" pattern for printing the records in multiple columns.

After you click OK, you can put the Group field in the sub summary layout part and the Name field in the body.

Last step is to be sure to sort your records by the group field in order for the sub summar part to be visible and serve as a heading for each group of names.
