How are you assigning devices to staff? There's more than one way to do that and any suggestion we make has to either work from that set up or specify a different set up for assigning devices to staff.

I just have a one-to-many relationship for users to devices. I'm using a DeviceID and StaffID that its values are automatically entered. It's the most basic method of assigning values from different tables I would say.
And is the phone different from other devices in that only one can be assigned to a given staff member where two of the same device might be allowed for other equipment?
There is, BTW, a starter solution that comes with FileMaker for Asset tracking that you might want to evaluate.
Yes, you could have any other type of device assigned to someone. For example, I being the IT assistant have two desktops that I will show as the owner. My IT coworkers also have two computers, and each of them have one phone.

You'd need to build in some kind of intelligence that limits the number of assigned phones. There are quite a few options and whether you put a field in the assets table that is empty for all devices where more than one may be assigned and has a value for Phones to mark it as a "one per customer" asset or use some other option.
You might even use a dwindling value list that updates to not list phone assets if one has been assigned.
