Restricting Record Entry to one Customer at a time

I've been wracking my brain trying to figure out the best way to do this, a thus far my results have been lack-luster.

I am creating a TMS (Transportation Management System) which has many similar functions/characteristics of a Point of Sale system.  We currently have 40 Corporate account/Clients that we manage freight for and process the invoices we receive from the freight carriers.

When we receive the invoices from the carriers, those invoices are manually data entered into the database.  The issue I'm running into is that I am currently unable to restrict data entry to only one Client Account at a time. Ideally, I would like the End User to start a directory layout, select whatever client they need and then be directed to a data entry screen that will allow data entry into ONLY that Client. I'm not sure if this should be done via some sort of layout restricting, script or whatever.  Any thoughts?
