What version of FileMaker? What Operating System?
Filemaker Pro Advance 13.0 v5, Windows 8.1
Just a few things to check.
1. Have you shutdown you computer and rebooted?
2. Verify that all Windows updates have installed when shutting down Windows. I have seen issues with Windows if an update has not finished installing because a reboot was required. Window restricts items until the update finishes.
3. Verify that your mouse works correctly in other software. Could be a bad mouse or software associated with the mouse is trapping the right mouse click.
4. Test another database, to verify you get the same results. If you don't get the same results then there may be file corruption associated with the buttons. Run Recover on the database.
I have two databases having same problem. my mouse is working properly. I will try to run recovery..and will let you know.
To rule out some other issues with your specific computer on Windows systems,

Then, under the Services tab, you can stop all non-Microsoft services. If this solves the issue, then you need to look at what services you stopped and see which is one is the culprit.
I use FileMaker 13 and yo yoshimete 10.1 and also have this problem,

Other possible causes of this issue:
Custom Menus and menu limitations specified for a privilege set in Manage | Security can affect what show up in the "right click" menu.
But I'm only editing my buttons, I'm on Layout mode.
