running a program automatically in a layout
If this is a separate application, it would typically open in it's own window--not as part of a filemaker layout which is what I believe LaRetta had in mind with the Send Event script step. If that works for you, look up that script step in filemaker help and it'll describe how to open another application or another application's file via this script step.
Can you open this application with a web browser? If so, you can set up a web viewer on your layout to do the same and that might place the application in a web viewer object that is part of your layout.
Whoa! Slow down! The volume of information in your post is simply overwhelming and I can't read that fast!
What version of FM are you using? You can use Send Event ( see Script steps) to fire another program. And you can use script trigger to fire it depending upon given situations.

Please explain in more detail what it is you are trying to do. If you want to start a non filemaker program executing, please also identify whether this is on a mac or windows platform.
Thanks for the reply, we wish to start a non filemaker program in our radio log layout, it is a windows platform program.
I think it will need to be global so as it will show on any new record we make in the radio log.
The program is called wx-tide, and this will show us a tidal graph at any given time of the day, (tide height).
We are running FMP 11 Advanced on a WinXP PC with service pk3
