Script to Create batch of new records in join table

After creating a found set of 3,000 records in table A, I want to create 3,000 new records in a related Join table linking Table A to Table B.

One foreign key field in the Join table will hold the UserID from the found set of recrods in Table A. The values will be different for each new record in Join.

The other foreign key field in Join will be the ID from Table B. Each new record in Join will have the same value which is captured as a $$variable.

I've never done this before and I'm not sure how to approach this. Should I navigate to the Join table, import the USER ID field (only) of the found set from Table A and immediately Replace the contents of the $$variable holding Table B's ID  or is there a better way to do this?
