You cannot modify the size of any layout object on your layout dynamically. You can, however, define several different layouts for displaying your images--not nearly as flexible, but best I can suggest here.

Have you considered setting the autoresize (anchor points) in the object info for the container field?. This way the user can simply resize the layout window and the container field will rescale accordingly.
Hadn't thought of that, but I 'll have to ponder on it a bit to see if I can incorporate that into the solution. What I'm trying to do is have users simply enter an overall length (up to 10 ft.) and width (9 in.) and the application would scale and tile small images (templates) to print out multiples of them to to exactly fit the dimensions input by the user.

This is probably off-the-wall:
• Use a sample layout and allow the user to drag the window size to the desired proportions.
• Add a button with script to this sample layout that sets two variables ($height, $width) using Get(WindowHeight) and Get(WindowWidth)
• In the same scirpt, then go to the output layout and use the Move/Resize Window script step to scale the report layout appropriately using a multiple of $height and $width.
