      I have worked out all the kinks with file references which resulted from converting from v5 to v11 but now, when the whole database works when I log in as administrator, my users cannot add records. I have scrupulously checked the box in all scripts to "Run script with all access privileges" and created a privilege set which allows user to "Create, edit, and delete in all tables", Layouts are "All view only", Value lists are "all modifiable" and Scripts are "All executable only".
      The user can open files but gets a dialogue "This action cannot be performed because this file is not modifiable." when attempting to create a new record.
      What gives?

          This is a setting controlled by your operating system. One access setting or another is setting this file up as "read only". Check the access permissions on the file and the folders that enclose it.

          This will also happen if the file is launched from inside a zip archive folder.
