Select ODBC Data Source is empty

I saw the other posts on this as well, but its not working in my situation

I am using the latest Filemaker Pro (12.0) on Windows 8 Enterprise 64 bit.  I have added the ODBC drivers for SQL Native client in 32 bit odbc (%windir%\syswow64\odbcad32.exe).  I can use the ODBC DSN that I created in another 32 bit app that I have and it works fine.

However when I go to external data sources, and click Specify for the DSN, the list of data sources is blank.

I have also tried adding 64 bit drivers just to make sure that it didn't want the 64 bit instead, and I have the same issue.
