But I do not think a .pdf is possible because there is no way to attach a file

Cumbersome work arounds are possible.
Essentially, you set up a copy of FileMaker Pro as a robot file that periodically checks a table for new records. To send an email with attached PDF, your script creates a new record in this added utility table with fields populated with all the data needed so that the "robot file" on that machine can successfully find the correct records, generate the PDF and send off the email with attachment.
Phil always has the best solutions. However, I'll throw another one out there as food for thought. If you are working from a Mac platform you could consider trying sending the e-mail with a pdf attachment via apple script.
We have called applescripts from FM Pro IWP in the past and we have sent e-mails with PDF attachments via apple script. But we have not had a need to put the 2 together. Our e-mail prompts after processing layouts we we produce with data extracted from the database.

Not always. I often learn new tricks here in this forum from others. A system script sounds like a very reasonable alternative to a robot file option and may well be a better option if you are fluent in a system script such as Apple script that can do the job.
