Separating data and layouts, scripts etc

I'm still evaluating what should be my base development tool.  I'm sure I will continue to use both FileMaker and REALStudio with FileMaker being without question my first choice when it will do everything I need done.

But here's my dilemma -  if I have multiple copies of a database in different locations with different sets of data and I develop a new layout in one location, how do I copy the new layout and install it in the other copies?

It does look like FM is getting to the point there is very little you can do with it.  It's just how do you manage multiple locations - not server based.  Just different copies.
