I haven't come across a solution for the Paragraph... problem, but my suggestion for the limited formatting options is to use the 'TextFormatAdd' and TextFormatRemove functions, in scripts - you could create one, and feed it the parameter and property you want to set, like 'font,Helvetica', 'color,blue', and so on. Then re-create the 'Format' menu from scratch, using the script as the base for the menu commands.

Believe it or not, back about FMP version 3, you used to be able to set tab stops in filemaker by manipulating a word like text ruler where you could drag select a type of tab stop and drag the tab marker to position the tab stop. That sometimes made it easier to label the fields in a list view layout by creating a single layout text object with each column heading separated by tab stops.
Never understood why they took that feature out.
The feature is still available - alas, only in Browse mode. To set up tab stops in Layout mode, you need to enter their position numerically, which involves a lot of trial-and-error.
What's worse, versions 7 to 9 had a button on the Text Formatting toolbar that opened the Paragraph dialog directly (in Layout mode as well as in Browse mode); this button has been removed in version 10.
