We can tell you that "FileMaker can or can't do this...", but we can't say if YOU can do it with FileMaker products or not. Much depends on your skills/experience and the time you are able to invest in learning how to set up relational databases in FileMaker.

If the users are on the same local network, just turning Sharing on in FMP or FMPA will instantly work.
If the users are outside the local network, the database request needs to be forwarded to the hosting computer on your network in your router setup..
If you pay a FMP hosting service ($25 to $50 per month per database) it is much easier and likely much faster, depending on your local network access speeds. The users would have Filemaker installed on their computer. The database would hosted on Filemaker Server or FMPS Advanced.
Instant Web Publishing allows (in FMP and FMPA) 5 concurrent (same time) users to access the database from a web browser with limitations.
FM Go is a free FMP client for iOS (iPad, iPhone, iPod Touch) that allows access to a hosted database (either on your computer or a paid hosting site).
FM Server allows 100 (instead of 9) users with Filemaker installed on their computer.
FM Server Advanced allows more users to access from web browsers.
