It's possible, but "not signed in yet" is a bit vague. Do you mean has not ever signed in and thus has no record in the SIgn_In table or those that have not signed in for a particular date as in "who has or has not signed in today?"

You have two tables but it appears that you need a third.
LayoutTable::anyField X Users::anyField
Users::PK_User_ID = Sign_In::FK_User_IDl
The relationship between users and sign_in should be sorted by sign in date in descending order.
Then this portal filter expression will show those users who haven't signed in today:
Get ( CurrentDate ) ≠ Sign_In::Sign_In_Date

Every layout is based on a table. You need a table on which to base your layout so that you can put a portal to users on it.
