      Is there a way to know what tab is 'active'/being displayed?

          If you want to know which tab panel is in front, You can select each tab panel while in layout mode, (Click twice, once to select the tab control and once to select a specific panel), and use the name box in the inspector to give each an object name.

          Then you can use getLayoutObjectAttribute ( "panelObjectNameHere" ; "IsFrontPanel" )

          to determine if a particular panel is the frontmost panel in the tab control.

          But with FileMaker 12 and newer, you can also use a script trigger to perform a script to set a global variable each time a tab panel is selected and then you can just check the value of the global variable to determine which panel is currently in front.
