will return zero if there are no related records.

Depends on how you are trying to get there. If you are using Go to Related Record, then you could use:
Set Error Capture (on)
If (script step.)
In edit calculation: Get (LastError)
Do the script steps that pertain to no related records
Do the script steps that send you to list of child records

IsEmpty ( RelatedTable::FieldthatIsneverempty)
will return True if there are no related records.
Steve: you need to first test for the existence of related records; and ONLY THEN go to the related records if they exist.
It's a good ideal also to test the found set once you done the GTRR to confirm that it is the count you expect.
