Simplest method does not require any relationships or additional TO's.
Perform a find for all records were Control contains the word "Yes".
Enter find mode. Type "Yes" in the Control field. Perform the find.
This can be scripted and the script can even be performed by script triggers.
Here's a script that can be triggered each time you leave browse mode. It will take whatever records are in the found set and omit all those that are not active. Thus, you can perform a find and upon completing the find, the trigger runs this script to drop out the inactive records:
Enter Find Mode  //clear the pause check box
Set Field [Address::Control ; "Yes" ]
Set Error capture [on]
Constrain Found Set 
The same type of script with "Peform Find" as the last step in place of Constrain Found Set, would find all active records.
