Good news: new to FMP 13 is the Get(CurrentTimeUTCMilliseconds) function!
(It was actually there previously, but undocumented; it has now officially come out of the shadows.)

In FileMaker 12, it's Get ( UTCmSecs ) in FIleMaker 13, it's Get(CurrentTimeUTCMilliseconds).
I assume this is just a millisecond accurate translation of your device's clock into UTC? Or, does it actually ping a time server when run to get a universally-correct time?
In other words, can we rely on this being the same on different machines that may not have accurate internal clocks?
The value comes from the system clock apparently. When I use:
GetAsTimeStamp ( Get(CurrentTimeUTCMilliseconds)/1000)
In the data viewer to test it. I can change my system clock to get a different date and then the value returned is also consistent with the new date setting.
