I see list view layouts here instead of portals....
what does the upper layout look like when you capture a screen shot of it while in layout mode?
It's possible that this column of data in the upper layout is data from a related table and thus a relationship may be keeping the expected value from displaying.

I still don't see any portal and the only time field that I can see on your layout does show time. So exactly where on this layout is there a problem?
Enter layout mode and drag your portal a few pixels in one direction or another. (you can return to browse mode without saving your changes to return it to its current position.)
Does the time field in the portal row move when you move the portal?
I suspect that the portal does not "own" the field and thus you only see data from the first related record.
If the field fails to move with the portal (and this only happens in FileMaker 12 or newer), then drag the field away from the portal, release your mouse button and then drag it back. Check by moving the portal one pixel to the side and back with your arrow keys. If the portal now "owns" the field, you can now use the inspector's alignment tools and the arrow keys to fine tune the field's position within the portal row.
(The most common source of this issue is placing the field outside the portal, tab control or other "enclosing" object and then using the alignment tools to pull the field into what appears to be the correct position on your layout, only to find that the enclosing object does not "own" it.)
