Don't know why number one is happening. When you set up send mail, did you select the "Perform without dialog" option for this script step?
On item 2, send mail does not in any way use the current layout to construct the email. Thus anything you've done with the current layout won't affect your layout unless you are using save as PDF and attaching the PDF to your email. That PDF will show your current layout and your merge fields should merge data. When you use just send mail, you have construct an expression that combines your fields and any static text you want into a message which filemaker sends as plain text.
"Dear " & table::Salutation & ¶¶ & "We are delighted to inform you that your bid of " & table::BidAmt & " is the winning bid".
You enter this expression by clicking the arrow button to the right of the message box.

The only trouble remaining: The ¶¶ don't work. FileMaker will always say: "An operator is expected here"
Where am I doing the mistake? I'm using the exact writing method you posted. Perhaps you'd know? Thank you.
They need quotes around them "¶¶"
as in - "Dear " & table::Salutation & "¶¶" & "We are delighted to inform you that your bid of " & table::BidAmt & " is the winning bid".
Sorry about that. That's taught me something I hadn't realized. A single Pilcrow, ¶, does not need to be quoted in an expression, but two or more together do need quotes.
