(this is assuming by "one" you mean "at least one").
Make a second table occurrence of "Submissions" (Submissions2), joined to "Manuscripts" by the same field you are joined with now (ID# ?) AND also joined by Status.
Additionally make a global field in Manuscripts called "Status" and put a
SetField [ Manuscripts::Status ; "Pending"]
step in your startup script.
now you are filtering the new relationship for only related "Submission" records which are pending.
Your Boolean field can now be a calc field (returning number) defined as:
Case [ IsEmpty(Submissions2::Status) ; 0 ; 1]
***Note that 1 is true, 0 is false***
