Well what have you tried, and where have you tried it? In field validation tab, instead of checking not empty, use the validate by calculation option for field1
(Not Isempty(self) and field2 = "No" ) or Field2 ≠ "No"
I entered your tip into "Validate by calculation" for field 1 but still didn't work. Do i need "Not Empty" checked off? Field 2 is a radio "Yes" or "No".

if(field 2 = "No"; 1; 0) in validate by calc. Then "Not Empty" checked off but no dice.
I would put it all in one calculation exactly as I have written. Either the second field is not NO or the second field is "No" and the validated field is not empty.
Please describe exactly how it "didn't work" as that can be a useful clue.
Sorry, I forgot to UNCHECK "validate only if field has been modified" so it wasn't checking for validation until field 1 was focused or modified, when in reality I wanted the validation to fire regardless if field 1 was modified or not.
